Who governs FERI-TB.

Our board brings together infectious disease clinical practice, molecular biology, pharmacy, microbiology, and public health — the disciplines that together define modern tuberculosis response. Directors serve staggered two-year terms and are not compensated for board service.

Samuel D. Worgee

MPH, DrPH, CIC · Founder & CEO

Samuel holds a DrPH from Walden University and is a board-certified infection preventionist. His work spans infection prevention, epidemiology, community public health, and international outbreak response. His doctoral study examined employment status, housing stability, and TB treatment adherence in Virginia.

Torlo M. Kollie

MS, Molecular Biology

Torlo brings a molecular biology background to FERI-TB's governance, bridging laboratory science and community health strategy. As Board President, she leads governance oversight, board development, and ensures FERI-TB's programmatic work is grounded in scientific evidence and organizational discipline.

Jayasimha Rao, Ph.D.

MVPHA · FVPHA · Associate Professor, Infectious Diseases

Dr. Rao is Associate Professor in the Department of Medicine, Division of Infectious Diseases at Carilion Clinic and the Virginia Tech Carilion School of Medicine. His clinical and scientific expertise in infectious diseases grounds FERI-TB's programmatic work in current evidence, and his standing in Virginia's academic medical community strengthens our capacity for partnership with health systems, research institutions, and public health agencies.

Dr. Moses Toby

Prince contributes microbiology expertise to FERI-TB's governance, strengthening the organization's scientific grounding in tuberculosis pathophysiology and infectious disease dynamics. His background supports FERI-TB's commitment to evidence-based programming and rigorous outcome measurement.

Immigrant- or refugee-serving organization leadership

How we hold ourselves accountable.

FERI-TB operates under written policies that meet or exceed IRS and nonprofit best-practice standards. Copies of any policy are available on request from the board secretary.

  • Meeting Cadence The board meets in full quarterly. Minutes are recorded, approved, and retained for seven years.
  • Conflict of Interest All directors, officers, and key personnel sign an annual conflict-of-interest disclosure. Any transaction involving a related party is reviewed and voted on by disinterested directors only.
  • Whistleblower A written policy protects any person — director, staff, volunteer, or community member — reporting suspected financial irregularities or program misconduct in good faith.
  • Document Retention Financial records, board minutes, personnel files, and program records are retained per IRS guidance and Virginia record-retention requirements.
  • Executive Compensation Any compensation for the Executive Director or officers is set by disinterested directors based on comparability data. FERI-TB does not currently compensate any officer or director.
  • Board Terms Directors serve two-year terms and may serve up to three consecutive terms before a required one-year break.

Bring your expertise to the table.

FERI-TB welcomes inquiries from prospective directors, advisors, and community partners. The most direct path is a note to our founder outlining your interest and relevant experience.

Support alongside clinical care.

FERI-TB is a non-clinical public health organization. Diagnosis, prescribing, treatment, and medical monitoring remain with healthcare providers and health departments.
